[The Problem]

This has existed since long before reset and used to be crazier(i remember CPU got someone down to -9billion firewall), still think it's a fairly simple bug that could be squished.

Not sure about it, but is the "Gang Level" part of the calculation for the district/battle fight ??? If yes, in what manner, please.

I'm pretty sure it has to do with the CPU of each gang. They keep attacking our gang until we would normally get our first attack, and then it decides, "Hey, they're dead, other gang wins." I upgraded CPU a couple times, and noticed the amount of overkill was reduced a bit.
