Gangs can't redeclare wars

Having declared their first war, a gang cannot declare again, as the "you've reached your 1 per day max" comes up, even after 24 hours/2 resets.

I don't give a damn if you dont let us choose, but atleast assign a damn war. What are gang suppose to be for? you took the interest?

There's something wrong here. I've only declared 1 war since I started my gang, and that line's all I've seen ever since.

I think something similar is wrong with districts, too. Even directly after daily reset, I can't do anything.
