Referral system not working?

I noticed that I've had someone use my referral link, but I haven't gotten any referral points for it. Something seems amiss...

Doesn't the referal have to be at level 10 before you get your referal point?

I thought that, but I think that's only for your 10 ECs or whatever.

Well, I've now had a 2nd referral, and I got a point for that one. I don't know what happened on the first one.

When they register they can remove you as refferer.
