B - the problems we had last time
C - The soon they are in place the better they would work

Makes the problem worse. You want less CDs, and as many webs/ECs as possible. DDs will naturally go down (hopefully...)

This could be a great idea, but you would need to make it a cash amount and work it on a formula as per the persons level. i dont know the exact formula for firewall so i cant even start to think of a formula for it
