I'm guessing he either wants a generic picture put in for everyone without one, or he's telling us (the players) to do it and it's not a suggestion for you

do u mean on the forums? and or in game?
its disabled cause when umo moved directories around he fucked up the permissions for writing files
on top of marky uploading images that broke the size of avatars, which were never fixed. it was just disabled

it was broke, so it was removed instead of fixing it...
