Orsm mentioned this idea in chat, I think. If I've got it wrong, correct me on it, but I think the idea was something like this, with a little fleshing out by me and born2ahck in chat at the time:
Give each district a bonus for the gang that holds it. Put a limit on the number of districts a gang can hold at one time, like no more than two at once.
District 1 - 10% boost to Hard Drive
District 2 - 10% boost to CPU
District 3 - 10% boost to BUS
District 4 - 10% boost to RAM
District 5 - 10% boost to cash gained from hacks
District 6 - 10% boost to Firewall
District 7 - 10% boost to Hacking Skill
District 8 - 10% boost to experience gained from hacks
District 9 - 3% boost to HDD, BUS, CPU, and RAM

Other district suggestions have been that instead of putting a simple cap on it, you make it successively harder to own an additional district, eg for each district you own, there is a -10% modifier to your stats in a district battle. Through this you can probably never have more than 3-5 districts, so must choose wisely which to pick.

Yes I did put this out as an idea in chat. You are on the right track with what I had in mind.
This is something I would like to have added but we admin need to pick the eyes out of the idea and make it fool proof first.
This will be planned first and not rushed. Also the frame work needs to be put into place before any code is writen.
Its a long way off yet.
